Legislative Update September 4, 2007

The California Legislature is set to adjourn September 14. When the final gavel falls, and not too much before then, we will know what this Legislature did on important issues, such as, health care, reapportionment, and term limits. Will workers' compensation changes be part of this final push? This is hard to say, since in, "legislative time", it is still early. It is looking less likely, however, that major workers' comp changes will be part of the legislative work product in 2007. The last few weeks of the legislative session are generally spent identifying and potentially opposing last-minute efforts to pass proposals slipped into bills that have moved a long way through the committee process. On major issues, this is no way to legislate, since important deliberations and review cannot occur in hastily-convened hearings under the crunch of a ticking clock. Workers' comp is not exempt from this process, but this year, it most likely will not be a victim either. More to come.
